October 5 - October 11
HEALTH AND SAFETY
- Continue loading and shipping TSCA material to EQ landfill.Continue excavating and sampling main area.
- Continue removing overburden from grids that require excavation.
- Continue backfilling areas confirmed clean.
- Use water truck, as required, for dust control.Ship two roll-offs of capacitors to ChemWaste.
OTHER TOPICS
- Personnel air sample result for operator in load-out area on 9-27-99 was non-detect or asbestos.
- Still awaiting personnel air sample result for dump truck operator on 10-1-99 for lead.
- Still awaiting personnel air sample result for operator in main excavation area on 10-1-99 for PCBs.
- Still awaiting personnel air sample result for operator in load-out area on 10/1/99 for BTEX.
.
- The drum of oil found in the west side of grid D14 has been overpacked and placed ina roll-offbox with capacitors pending disposal. Wood chips have been placed in thedrum of oil, as well as around the drum within the overpack, to soak up oil perChemWaste (Onyx) in Port Arthur, Texas. A sample of the oil was found to containPCBs at a concentration of 113,000 ppm. No VOCs were detected, pH was 6, andignitability was >200 degrees F. An FID screening of the oil for petroleumhydrocarbons showed a petroleum distillate at a conservative concentration ofb 270,000 ppm.
- A split sample collected by Tetra Tech for the west half of grid B10 showed a PCBconcentration of 110 ppm. The verification sample showed PCBs at 18 ppm. CBShas agreed to re-excavate this half of the grid
