August, 2001 Monthly Operation Report

Dear Ms. Huxhold:

As per the Supplement to Master Agreement For Hazardous Substance Or Petroleum Response Services between the Indiana Department of Environmental Management and Earth Tech, please find the Monthly Report of Operations of the Illinois Central Spring Treatment Plant, Bloomington, Indiana for the reporting period of August 2001.

  1. Operational Status - Two incidents occurred which effected the archival of data occurred during this reporting period.
    • The first incident, August 20, 2001, involved data recording of the SRS water level. Data collection was temporarily suspended due to a computer malfunction. The computer that logs to the database locked up for an unknown reason. The computer was shut down, rebooted to correct the problem. Five-minute data related to this part of the operation was not retrievable.
    • The second incident, August 24, 2001, involved the connection with the remote 1SCO data recorder. The vendor, Gripp, Inc., found the problem to be due to the loss of one of the COM ports of the office computer. Due to timing, no more repair work was completed until Monday, August 27,2001.
  2. Corrective Measures Taken or Planned
    • With respect to data collection this incident has occurred twice including this occurrence. The problem appears to be isolated and random at best. No other corrective action is contemplated at this time.
    • Stray voltage or lightning may be causing the loss of the COM ports within the office computer. The problem is not readily evident and may not warrant the expenditure to trace the root of the problem. The connection to the port is made only when information is required from the meter.
  3. Analytical Results -No samples were collected during reporting period. Event Sampling Analysis Log attached to this report. Section 9.1 of the Operations and mah1tenance Manual, Sampling and Analysis Plan was revised to reflect the most recent EPA protocols. This plan was submitted on August 22, 2001. This Plan details criteria to be used for sampling and analysis. This Plan will continue to be used until such time that the State causes a change.

  4. Unexpected Maintenance Requirements - See items listed under Operational Status involving SRS water level data recording and connection to Isco data collector.
  5. Evidence of Trespassing - Though no evidence was apparent of trespass, slight damage to the North gate at the spring area was discovered and repaired on August 13, 2001.
  6. Report from Visitor's Log - No telephone calls or requests for tours were received from the public. Copy of visitors log attached to report.
  7. Summary of Costs - Total costs for this project for the month of August 2001 was $11,237.53 or 3.6% of the budget. The monthly cost for August 2001 is 44% of the project monthly expenditures. However, this is not unexpected. During project start-up, the costs during the first three months are generally lower. Items such as maintenance tend to increase with time as the equipment begins to get operational hours. Billing cycles for expendable items and utilities begin to hit the project after one to three months. A line item accounting of project expenses and comparison to budgeted amounts are included as an attachment to this report.
