Winston-Thomas Update

The Final Report for Winston-Thomas Sewage Treatment Plant was approved in April of 1999. Even so, EPA felt that additional monitoring was required. After working out disagreements with the EPA, Viacom issued a Groundwater Monitoring Sampling Report in Sept, 2001, and in May of 2002 they released the long awaited Groundwater Monitoring Plan.

Viacom also submitted its revised Field Sampling Plan for the Winston-Thomas Monitoring Wells (6-25-01). They have released data about the wells, including that collected during an initial purging phase on July 17-24, 2001. Tetra Tech EM Inc. has been contracted by the EPA to oversee this monitoring, and they regularly provide Field Oversight Summaries of their activities.

Samples taken from the monitoring wells in August 2001 showed the following results:
MW 3I – 0.21 ppb
MW 3S – 0.24 ppb
MW 7 – 0.41 ppb
MW 5I – 0.13J
MW 1 – 0.10J

The Tertiary Lagoon is being filled by the City, with fill coming in part from the new Kroger's nearby at Gordon Pike and Walnut. The City is also tearing down the digesters, and is interested in developing the property as they are now discussing deed restrictions with the EPA.

There will be long-term monitoring of the wells, based on these initial sample analytical results. The EPA is also planning an inventory of outfalls to Clear Creek from Winston-Thomas as well as spring sampling along Clear Creek and at the Abandoned Lagoon Spring.

The Interim Storage Facility is still empty, and there may be some wrangling between the City and Viacom over who will get the building and at what cost. Here is a summary of the remediation at Winston-Thomas
