Five Year Review at the Bennett's Dump SiteEPA Region VFebruary 11, 2002Mr. Michael BakerQuality Mill Supply 2454 Curry Pike Bloomington, IN 47404 Dear Mr. Baker: This correspondence will notify the Citizens Opposed to PCB Ash (COPA) that the United States Environmental Protection Agency (U.S. EPA) is in the process of completing a Five-Year Review for the Bennett's Dump site. Even though no official public comment period is required for a Five-Year Review, due to COPA's interest in the Bloomington area sites, the U.S. EPA would like to hear your opinion. The U.S. EPA would request that COPA review the recent post excavation monitoring data and any other pertinent data and submit to the U.S. EPA your comments or concerns you have regarding the Bennett's Dump site. As you are aware, the cleanup of the Bennett's Dump site involved the excavation of PCB contaminated soils and waste to an industrial/low occupancy standard along with PCB contaminated sediment in Stout's Creek. The final cleanup value on the site was 11.3 ppm PCBs on average and sediments were remediated to under a 1 ppm PCB level. Details of the cleanup can be found in the Completion of the Removal Action for the Bennett's Dump site, dated February 7, 2000. Our expectations during the remediation was that the springs on the site would not require remediation since the site was being excavated to industrial/low occupancy standards. The post-excavation monitoring data continues to show that PCBs are being released from the springs on the site into Stout's Creek. The monitoring data post remediation has continued to show elevated PCB levels at Middle Spring, Mound Spring, North Spring, Mid-North Spring and monitoring wells 6I and 6D. Middle Spring is the only spring which flows consistently. Enclosed are copies of the recent groundwater monitoring data, which includes a historical record. The U.S. EPA is doing a Five- Year Review evaluating the Bennett's Dump remedy due to the post-excavation monitoring data. The U.S. EPA is of the oplnion that the site hydrology must be studied further to understand how groundwater is traveling at and near the site and the relationship to the springs discharging PCBs. Viacom has agreed to investigate the groundwater further through a Groundwater Investigation Plan which is under development. Once a further understanding of the site hydrology is completed, an approach to address the springs at the Bennett's Dump site can be proposed.
