Dear Ms. Fliss:

As per Supplement to Master Agreement For hazardous Substance Or Petroleum Response Services between the Indiana Department of Environmental Management and Earth Tech, please find the Monthly Report of Operations of the Illinois Central Spring Treatment Plant, Bloomington Indiana for the reporting period of April 2002.

Operational Status - The plant operations for the month of April were normal with no down time experienced. Precipitation recorded for the month was 6.73 inches. The maximum rainfall during a 24-hour period was on April 21 with 1.54 inches recorded. A total of 26,574,763 gallons of water was processed through the facility that includes 3,151,366 gallons returned from storage for processing during the month. The SRS Tanks received a total of 7,849,146 gallons for the period with 3,594,373 gallons attributed to clarified overflow. Approximately 1,103,407 gallons of water was held in bulk storage at the close of the month. No overflows of the SRS were experienced.

Corrective Measures Taken or Planned - No operational changes were effected in the Month of March. Earth Tech in cooperation with the U.S. EPA plans on reviewing and possibly changing the primary flow measurement in May 2002. SRS Tank Drain Valve fluctuations reviewed. Scheduled ADT / Simplex for annual alarm certification. Schedule Fire Extinguisher annual certification. Schedule Frakes for annual calibration of instruments. According to calculations the ISCO Flow Meter readings are substantially below the actual flow. We believe the erroneous readings are the result of dirt on the in-line sensor. The sensor has been scheduled for maintenance. It will be removed and cleaned once the flows are low enough to allow for access. This month the U.S. EPA conducted area and personal air sampling at the site. The results are currently under review and pending validation.

Analytical Results - A summary of the analytical results for the reporting period are attached to this report on the Event Sampling Analysis Log. Any results for this reporting period that are not available as of the reporting date are logged without the test results.

Unexpected Maintenance Requirements - The automated SRS Valve and / or the SRS Tank Drain Flow Meter are not working properly. Authorization was requested for the calibration and testing of the communication line. The request was denied by the PM.

Evidence Of Trespassing - There was no evidence of trespass during the reporting period.

Report from Visitors Log / Plant Access - The Visitor's Log is available for inspection at the ICS office. Copies of this log are available to authorized personnel upon request and authorization of the IDEM Project Manager. There were no telephone calls requesting tours from the general public and no plant reviews were conducted.

Summary of Costs - Total costs for this Project for the reporting period of April 2002 (3/22/02 to 4/19/02) was $18,287.10. Project cost to date is $177,306.63 less any expenditure that has not been approved by the agency. This accounts for approximately 57.87% of the project costs as of the reporting date.
