July 2002 Monthly Operation Report

Dear Ms. Fliss:

As per Supplement to Master Agreement For hazardous Substance Or Petroleum Response Services between the Indiana Department of Environmental Management and Earth Tech, please find the Monthly Report of Operations of the Illinois Central Spring Treatment Plant, Bloomington Indiana for the reporting period of July 2002.

Operational Status - The plant operations for the month of July were normal with no down time experienced. Precipitation recorded for the month was 2.51 inches. The maximum rainfall during a 24-hour period was on July 22 with 0.94 inches recorded. Rainfall for the month was below normal by 2.29 inches. A total of 2,826,860 gallons of water was processed through the facility that includes 0 gallons returned from storage for processing during the month. The SRS Tanks received a total of 0 gallons for the period with 0 gallons attributed to clarified overflow. No water was held in bulk storage at the close of the month. No overflows of the SRS were experienced.

Corrective Measures Taken or Planned - The following operational changes were made in the Month of July.

The current fire alarm system has been in-place since March 2000. Some corrosion of the contacts was noted during the latest experience with the trouble/fire alarms. Simplex/Grinnell has been asked to provide a cost for the replacement of the heads over a three year period. The replacement program cost will be reviewed with the IDEM project manager once it is received.

Test results for oil changed from the generator have been received. The analysis indicated that the generator is operating within its normal range.

Materials have been procured and fabricated for the installation of the stilling well for the primary (flow) measuring device within the SRS. Preparations for the installation of the stilling well have been made for the following month of August.

Analytical Results - A summary of the analytical results for the reporting period are attached to this report on the Event Sampling Analysis Log. Any results for this reporting period that are not available as of the reporting date are logged without the test results.

Samples were collected and tested for the various parameters required for landfill disposal. The test results indicate that the waste may be disposed of in a municipal landfill without any additional restrictions. The PCB analysis for the material was measured at 43.29 mg/kg (dry unit weight). At IDEM's instruction a second sample will be collected and tested for PCB content prior to disposal.

Unexpected Maintenance Requirements

Personnel and the Bloomington Fire Department responded to another false fire alarm at the beginning of the month. This alarm follows four false alarms from the previous month. At the times the alarms have been activated, the operator reports that heavy moisture (fog) has been observed around the thickener tanks near the detector in question. The smoke detector was removed from the circuit and eventually replaced by Simplex/Grinnell. No further problems with the system have been experienced since the detector was replaced.

Evidence Of Trespassing

There was no evidence of trespass during the reporting period.

Report from Visitors Log / Plant Access

The Visitor's Log is available for inspection at the ICS office. Copies of this log are available to authorized personnel upon request and authorization of the IDEM Project Manager. There were no telephone calls requesting tours from the general public.

Summary of Costs

Total costs for this Project for the reporting period of July 2002 (6/22/02 to 7/19/02) were $19,780.54. Project cost to date is $251,612.43 less any expenditure that has not been approved by the agency. This accounts for approximately 82.12% of the project costs as of the reporting date. The July 2002 accounting ends the first fiscal year of operation with approximately $54,773.03 remaining after the first year of operation.

The ICS facility has operated very well during the last two years with the majority of the budget surplus accounted for in labor savings. No changes were budgeted for the change out of carbon or media from the various filtering systems. The forecast for the 2002 - 2003 fiscal year will be very similar to the last year of operation. Minor changes will be made in the allocation of monies between the various categories but no significant changes are to be made. The surplus from the 2002 - 2003 will be carried over to the new budget.
