October 2002 Monthly Operation Report

Dear Ms. Fliss:
As per Supplement to Master Agreement For hazardous Substance Or Petroleum Response Services between the Indiana Department of Environmental Management and Earth Tech, please find the Monthly Report of Operations of the Illinois Central Spring Treatment Plant, Bloomington Indiana for the reporting period of October 2002.
Operational Status
Plant operations for the month of October were for the most part normal. Highlights of the month are as follows:
a) The SRS Tanks were touched-up as a precautionary measure along with repainting chipped areas that were the result of vandalism.
b) Two leaks that had developed over the last month on the roof of the Treatment Building were effectively located and repaired.
c) Preventive and normal maintenance was performed on the auto sampler and the associated YSI probe.
d) The Fiscal Year 2001 Data was downloaded onto back-up discs and removed from the primary data base.
e) The grounds on both the North and South sides were cut for the final time this year.
Precipitation recorded for the month was 3.50 inches. The National Weather Service records show that the historical average rainfall for the month is 2.80 inches. The maximum rainfall during a 24-hour period was on October 25 with 1.13 inches recorded. Given the amount of rainfall for the month, the rainfall distribution was somewhat unusual in that no water was sent to SRS Tank storage.
Accordingly, a total of 5,426,301 gallons of water was processed through the facility for the month of October. A total of 32,340 gallons were returned from the SRS Tank storage for processing during the month. There were overflows of the SRS Tanks or the SRS Sump for the period. No water was held in bulk storage at the close of the month.
Corrective Measures Taken or Planned The following operational changes were made in the Month of October.
The database was compromised during the month of October. This specific problem occurred as recently as last month. Though the problem has not been persistent it does create gaps in the database. Programming changes to the alarm system as reported last month are under consideration and will be installed at a convenient time. The database is an archive record that does not affect the plants treatment process but does allow for the monitoring and maintenance of records for reporting and analysis.
Simplex / Grinnell was on-site last month to discuss the fire alarm system and certain problems that had been experienced in the last few months. A purchase order had been drafted to replace select smoke detectors with heat sensitive detectors. The order was rescinded after the long shore man strike delayed shipment of the components. The program changes will be rescheduled for the next time that a lift is to be on site.
A permanent platform is currently being constructed to provide access to each side and the middle of the bag filters units. Access to the SRS Sump is to be improved by replacing the fixed window grate with a hinged unit. The installation is to be completed the next time that the sump to be accessed for cleaning or for other such maintenance issues. Todd's Welding was selected after receipt of bids from interested parties. The installation should be complete in November.
Analytical Results - A summary of the analytical results for the reporting period are attached to this report on the Event Sampling Analysis Log. Any results for this reporting period that are not available as of the reporting date are logged without the test results. Due to some confusion in reporting the rainfall associated with the sampling event, the rainfall component has been removed from the spreadsheet. This information is readily available and reported on the Operation report.
Unexpected Maintenance Requirements
The following maintenance and operational problems were experienced during the reporting period:
a) Three separate power outages caused the air compressor, a level device (LIT-301), and a space heater to fail during this reporting period. Repairs were affected by replacing an auxiliary switch, a fuse, and a reset the breaker in the respective units. No overflows or other compromising incidents were experienced during the outages.
b) A relatively low coolant temperature activated an alarm for the generator. The generator typically maintains a coolant temperature of 125 degrees F. The alarm was traced to a failed coolant heater. The jacket is a single component that is not repairable and will need to be replaced at sometime in the near future.
c) The database record was compromised over the weekend of October 11, 12, and 13. The cause of the computer to lock-up is not known. The database was restored to normal operating mode the following Monday. Meter records were used to establish the volume of flows that occurred during this period.
Evidence Of Trespassing
There was no evidence of trespass during the reporting period.
Report from Visitors Log / Plant Access
The Visitor's Log is available for inspection at the ICS office. Copies of this log are available to authorized personnel upon request and authorization of the IDEM Project Manager. There were no telephone calls requesting tours from the general public.
Summary of Costs
Total costs for the reporting period of October 2002 (9/21/02 to 10/18/02) were $24,325.82. Project cost for the Fiscal Year to date is $72,727.14 with a cumulative project cost of $324,339.57 since August 1, 2001 less any expenditure that have not been approved by the agency. This accounts for approximately 20.11% of the fiscal years project costs as of the reporting date.
