Dear Ms. Fliss:

As per Supplement to Master Agreement For hazardous Substance Or Petroleum Response Services between the Indiana Department of Environmental Management (IDEM) and Earth Tech, Inc. (Earth Tech or ET) please find the Monthly Report of Operations of the Illinois Central Spring Treatment Plant, Bloomington Indiana for the reporting period of April 2003.

Operational Status - Plant operations for the month of April remained relatively normal even though the site experienced weekly power outages throughout the reporting period. Highlights of the month are as follows:

Precipitation recorded for the month was 3.18 inches. The National Weather Service records show that the historical average rainfall for the month is 4.29 inches. The maximum rainfall during a 24-hour period was on April 25 with 0.97 inches recorded. Approximately 29,235 gallons of spring water was taken to storage with 29,235 gallons drained and processed through the treatment facility during the month of April. No spring water remained in storage at the month's end.

A total of 8,863,923 gallons of water was processed through the facility for the month of April. No overflows of the SRS Tanks or the SRS Sump were recorded for the period.

The portable samplers (ISCO) placed in October 2002 remain at the SRS Tank outfalls. No SRS Tank overflows have taken place since the samplers were placed.

Corrective Measures Taken or Planned in the Month of April.

a. A report from Cinergy concerning the stability of the electric supply to the site was received and is currently under review. During the month of April, power outages occurred at least three times through out the reporting period.

b. Replacement of the primary CPU and the associated hardware and software remains a short-term priority. The upgrades under consideration include the operating and business software, the General CPU, the Data Base CPU, monitor, PLC hardware, and Panelviews. Quotes have been received and are currently under review.

c. Painting of the primary process equipment has been completed. Painting of the office floor was attempted and scuttled after the hardener was inadvertently left out.

Unexpected Maintenance Requirements

a. LIT-301 failed when a fuse tripped. The fuse has been replaced without further difficulty. Given the frequency of this problem troubleshooting will be extended to find the cause if reasonably possible. This problem is not crucial to theplant opertion but is a more than just a nuisance.

b. Pump 107 bearings were replaced. During routine maintenance and inspection the bearing housings were found to have a 8-degree rise in temperature. The preventive measures have allowed the maintenance to be done under normal conditions and without loosing a motor.

c. A Low Coolant alarm was recorded for the generator and the wiring was found to be compromised as before. No faults were found with the system and the wiring to the unit was changed to a heavier gauge wire. The unit will continue to be monitored. This is the second time the wiring has melted at the same location. Att his time the unit appears to be functioning properly.

Analytical Results

A summary of the analytical results for the reporting period is attached to this report (See "Event Sampling Analysis"). Results for the month in review that are not currently available will be shown on the report without the test result. The log will be updated each month.

The congener samples requested by the U.S. EPA were collected and forwarded to the lab for analysis. The samples were collected under the following conditions:
a. Effluent sample, spring flow rate < 200 gpm
b. Effluent sample, spring flow rate >1,000 gpm

Test results should be available during the next reporting period.

Evidence Of Trespassing

There was no evidence of trespass during the reporting period.

Report from Visitors Log / Plant Access

The Visitor's Log is available for inspection at the ICS office. Copies of this log are available to authorized personnel upon request and authorization of the IDEM Project Manager. There were no telephone calls requesting tours or access from the general public.

Viacom had requested and was granted general access to the spring side of the project during the month for various sampling events. Access by Viacom is recorded on the Visitor's Log.

Summary of Costs

Total costs for the reporting period of April 2003 (3/22/03 to 4/18/03) were $30,267.87. Project cost for the Fiscal Year to date is $235,328.08 with a cumulative project cost of $486,940.51 since August 1, 2001 less any expenditure that have not been approved by the agency. This cost accounts for approximately 65.06% of the fiscal years project costs as of the reporting date. April constitutes the 9 month of the fiscal operating year.

Other Related Business

Given the reliability of the incoming power, power correction equipment (PF) is currently being considered for the site. The PF equipment serves two purposes 1) correction to the power supply will allow equipment to run within normal operating parameters increasing the components life and 2) the increase in the power factor will reduce the required energy usage by increasing the efficiency of the equipment. The net result should be longer life of components and lower electrical bills.
