Dear Ms. Fliss:
As per Supplement to Master Agreement For hazardous Substance Or Petroleum Response Services between the Indiana Department of Environmental Management (IDEM) and Earth Tech, Inc. (Earth Tech or ET) please find the Monthly Report of Operations of the Illinois Central Spring Treatment Plant, Bloomington Indiana for the reporting period of February 2003.
Operational Status - Plant operations for the month of February remained normal. Highlights of the month are as follows:
Precipitation in the form of rainfall recorded for the month was 2.43 inches. During this period 20.50 inches of snow was recorded. The National Weather Service records show that the historical average rainfall for the month is 2.71 inches. The maximum rainfall during a 24-hour period was on February 22 with 0.71 inches recorded. The maximum-recorded snowfall was on February 24 with approximately 6 inches logged. Approximately 1,097,861 gallons of spring water was taken to storage with 1,097,861 gallons drained and processed through the treatment facility during the month of February. No spring water remained in storage at the month's end .
A total of 11,080,540 gallons of water was processed through the facility for the month of February. No overflows of the SRS Tanks or the SRS Sump were recorded for the period.
The portable samplers (ISCO) placed in October 2002 remain at the SRS Tank outfalls. There have not been any overflows of the SRS tanks since the samplers were placed.
Corrective Measures Taken or Planned in the Month of February.
a. Internal discussions have continued concerning the stability of the electric supply to the site. Cinergy had placed a recorder on the main transformer at the ICS. A record was to be developed for the incoming voltage for a continuous two-week period. The recorder apparently failed near the time of its placement. A new recorder is to be place d.
b. Access for maintenance to the high bay ventilation units is limited. No quotes have been received for the installation of dedicated ladders as of this date. Follow-up communications have not been successful. New contractors will be sought to fulfill this need.
c. Samples were collected last month from the 1st stage of the GAC vessels (PV-1 and PV-3) to ascertain their condition (PCB Break through 1st of 3 stages). The analysis indicated that there was no detectable PCB in the samp les.
d. The circuit board for Pump P-104 that was replaced in January cannot be rebuilt and was returned by the vendor. The vendor will be charging the project for the replacement.
e. The lower sump in the SRS Building was mapped for the deposition of sediment in the chamber. The record will assist the operator in determining the timing that the sump may need to be cleaned.
f. As a preventive maintenance measure and to update the operating and monitoring systems, the computer network is currently being reviewed for replacement. The upgrades would include the operating and business software, the General CPU, the Data Base CPU, monitor, PLC hardware, and Panelviews.
g. Additional water line secondary supports were placed.
h. Additional straps to restrain the insulation at the bay window overhangs will need to be placed the next time a lift is made available.
i. The bulk of the equipment and piping was wire brushed and painted during the month. As the weather allows the painting should be completed I the next month.
j. The pressure transmitter that malfunctioned last month was repaired and placed back into service. The electronic circuit had been compromised (burnt).
Unexpected Maintenance Requirements
No unexpected maintenance requirements were reported for the month.
Analytical Results
A summary of the analytical results for the reporting period is attached to this report (See "Event Sampling Analysis"). Results for the month in review that are not currently available will be shown on the report without the test result. The log will be updated each month.
The U.S. EPA has requested that additional samples be collected of the effluent. The conditions for the sampling are as follows:
a. Effluent sample, spring flow rate < 200 gpm
b. Effluent sample, spring flow rate > 1,000 gpm
The samples will be forwarded for testing as prescribed by the agency.
Evidence Of Trespassing
There was no evidence of trespass during the reporting period.
Report from Visitors Log / Plant Access
The Visitor's Log is available for inspection at the ICS office. Copies of this log are available to authorized personnel upon request and authorization of the IDEM Project Manager. There were no telephone calls requesting tours or access from the general public.
Viacom had requested and was granted general access to the spring side of the project during the month for various sampling events. Access by Viacom is recorded on the Visitor's Log.
Summary of Costs
Total costs for the reporting period of February 2003 (1/18/03 to 2/21/03) were $40858.50. Project cost for the Fiscal Year to date is $180,751.68 with a cumulative project cost of $432,364.11 since August 1, 2001 less any expenditure that have not been approved by the agency. This cost accounts for approximately 49.97% of the fiscal years project costs as of the reporting date.
