Dear Ms. Fliss:

As per Supplement to Master Agreement For hazardous Substance Or Petroleum Response Services between the Indiana Department of Environmental Management (IDEM) and Earth Tech, Inc. (Earth Tech or ET) please find the Monthly Report of Operations of the Illinois Central Spring Treatment Plant, Bloomington Indiana for the reporting period of January 2003.

Operational Status - Plant operations for the month of January were normal. Highlights of the month are as follows:

Precipitation recorded for the month was 0.79 inches of which 6.75 inches of snow were recorded. The National Weather Service records show that the historical average rainfall for the month is 2.66 inches. The maximum rainfall during a 24-hour period was on January 1 with 0.35 inches recorded. The maximum-recorded snowfall was on January 18 with approximately 2 inches logged. Approximately 770,305 gallons of spring water was taken to storage with 770,305 gallons drained and processed through the treatment facility during the month of January. No spring water remained in storage at the month's end.

A total of 8,999,091 gallons of water was processed through the facility for the month of January. No overflows of the SRS Tanks or the SRS Sump were recorded for the period.

The portable samplers (ISCO) placed in October 2002 remain at the SRS Tank outfalls. There have not been any overflows of the SRS tanks since the samplers were placed. The samplers are set with automatic triggers that will initiate the sampling sequence during an overflow event. This program is designed to measure certain defined parameters that may be indicative of the water quality that overflows the tanks. Measurements will be primarily limited to TSS & PCB. The results will be compared to the SRS influent for the same approximate time frames.

Back-up files have been placed on CD media and properly stored according to protocols.

Corrective Measures Taken or Planned in the Month of January.

a. Internal discussions have continued concerning the stability of the electric supply to the site. The most recent failures of equipment may be due in part to over or under voltage, lightning, or spikes. Equipment to partially rectify these problems is being considered. A secondary benefit to correcting these problems would be an increase or correction to the facilities power factor. An increase in the power factor would provide cost savings in the use of energy and may pay for itself in less than three years without any consideration for the longevity of the equipment.

Cinergy placed a recorder on the main transformer at the ICS. A record was developed for the incoming voltage for a continuous two-week period. This record will provide information concerning the reliability of our power supply and will also provide a baseline for comparison with the power correction equipment referenced above. Cinergy has checked the incoming power connections along the access road and at the transformer. Results of the testing should be available in the near future.

b. Access for maintenance to the high bay ventilation units is limited. Quotes have been requested but not received for installing dedicated ladders to access the units.

c. The sampling tube serving the ISCO automated sampler in the SRS has been replaced with new tubing and remounted.

d. The birdhouses have been placed into storage. The houses will be placed once spring arrives.

e. Samples were collected from the 1st stage of the GAC vessels (PV-1 and PV-3) to ascertain their condition (PCB Break through 1st of 3 stages). The analysis should be available next month.

Unexpected Maintenance Requirements

a. A pressure transmitter for the recording and remote monitoring of one bank of GAC units (T-105A1 & A2) has malfunctioned. The unit has been removed from service at this time. The unit will require repairs by the manufacturer.

Analytical Results - A summary of the analytical results for the reporting period are attached to this report (See "Event Sampling Analysis"). Results for the month in review that are not currently available will be shown on the report without the test result. The log will be updated each month.

Evidence Of Trespassing

There was no evidence of trespass during the reporting period.

Report from Visitors Log / Plant Access

The Visitor's Log is available for inspection at the ICS office. Copies of this log are available to authorized personnel upon request and authorization of the IDEM Project Manager. There were no telephone calls requesting tours from the general public.

A request was received from Mike McCann (Viacom) for a school field trip. Both IDEM and the U.S. EPA approved the tour. Due to inclement weather conditions (cold) the sponsoring group cancelled the field trip.

Earth Tech personnel from the Grand Rapids region were on site to review the facility, the components, and its capabilities.

IDEM Health & Safety officer, Dave Appel visited the site with the IDEM Project Manager Jessica Fliss.

Viacom had requested and was granted general access to the spring side of the project during the month for various sampling events. Access by Viacom is recorded on the Visitor's Log.

Summary of Costs

Total costs for the reporting period of January 2003 (12/20/02 to 1/17/03) were $17,580.39. Project cost for the Fiscal Year to date is $139,893.18 with a cumulative project cost of $391,505.61 since August 1, 2001 less any expenditure that have not been approved by the agency. This cost accounts for approximately 38.67% of the fiscal years project costs as of the reporting date.
