Dear Ms. Fliss:
As per Supplement to Master Agreement For hazardous Substance Or Petroleum Response Services between the Indiana Department of Environmental Management (IDEM) and Earth Tech, Inc. (Earth Tech or ET) please find the Monthly Report of Operations of the Illinois Central Spring Treatment Plant, Bloomington Indiana for the reporting period of March 2003.
Operational Status - Plant operations for the month of March remained normal. Highlights of the month are as follows:
Precipitation in the form of rainfall recorded for the month was 3.00 inches. During this period there was no additional snowfall but the accumulation of snow from the previous month did melt in the first five days. The snow melt combined with rainfall provided an elevated and rather constant spring flow for the month. The National Weather Service records show that the historical average rainfall for the month is 3.66 inches. The maximum rainfall during a 24-hour period was on March 13 with 0.49 inches recorded. Approximately 89,673 gallons of spring water was taken to storage with 89,673 gallons drained and processed through the treatment facility during the month of March. No spring water remained in storage at the month's end.
A total of 16,317,340 gallons of water was processed through the facility for the month of March. No overflows of the SRS Tanks or the SRS Sump were recorded for the period.
The portable samplers (ISCO) placed in October 2002 remain at the SRS Tank outfalls. There have not been any overflows of the SRS tanks since the samplers were placed.
Corrective Measures Taken or Planned in the Month of March.
a. With concern for the stability of the electric supply to the site, Cinergy placed a recorder on the main transformer at the ICS from March 7 though 14. As of the close of this period, we have not received the information from Cinergy.
b. As a preventive maintenance measure and to update the operating and monitoring systems, the computer network is currently being reviewed for replacement. The upgrades would include the operating and business software, the General CPU, the Data Base CPU, monitor, PLC hardware, and Panelviews. Two quotes were received to provide the replacement hardware for the existing equipment.
c. Painting of lines, equipment, and vessels has been primarily completed. The legs of the GAC remain along with building doors.
d. The GAC electronic pressure gauge and sending unit were replaced on T105A
Unexpected Maintenance Requirements
a. A circuit breaker servicing the SRS building tripped during a power outage on March 1. With the loss of power the flow link system did not record measurements. The heating unit serving the building also failed. The loss of the heater was attributed to a bad thermostat (damaged during power loss?).
b. LIT-301 failed when a fuse tripped. The fuse was replaced without further difficulty. A cause of the failure is under review.
c. Preventive maintenance inspections on the motor temperatures found the P-107 motor bearings were starting to fail. Temperature rises over the last three month's were logged. The motor was taken out of service and the bearing replaced. The motor was out of service for approximately three days. The back-up motor and pump remained in service during this period.
Analytical Results
A summary of the analytical results for the reporting period is attached to this report (See "Event Sampling Analysis"). Results for the month in review that are not currently available will be shown on the report without the test result. The log will be updated each month. The U.S. EPA has requested that additional samples be collected of the effluent. The conditions for the sampling are as follows:
a. Effluent sample, spring flow rate < 200 gpm (Criteria not met during this period)
b. Effluent sample, spring flow rate >1,000 gpm (Criteria not met during this period)
c.The samples will be forwarded for testing as prescribed by the agency.
Evidence Of Trespassing
There was no evidence of trespass during the reporting period.
Report from Visitors Log / Plant Access
The Visitor's Log is available for inspection at the ICS office. Copies of this log are available to authorized personnel upon request and authorization of the IDEM Project Manager. There were no telephone calls requesting tours or access from the general public.
Viacom had requested and was granted general access to the spring side of the project during the month for various sampling events. Access by Viacom is recorded on the Visitor's Log.
Summary of Costs
Total costs for the reporting period of March 2003 (2/22/03 to 3/21/03) were $24,308.53. Project cost for the Fiscal Year to date is $205,060.21 with a cumulative project cost of $456,372.64 since August 1, 2001 less any expenditure that have not been approved by the agency. This cost accounts for approximately 56.69% of the fiscal years project costs as of the reporting date.
