This letter report summarizes the quarterly inspection and maintenance activities completed at the Lemon Lane Landfill site during the fourth quarter of 2002. This report has been prepared in accordance with procedures and reporting requirements outlined in the June 2001 RCRA Cap Inspection and Maintenance Plan (CIMP) prepared by Viacom Inc. (Viacom). The scope of inspection and maintenance work for the Lemon Lane Landfill site is summarized in table form as Appendix B to the June 2001 CIMP.

The quarterly inspection was performed on December 4, 2002 by PSARA Technologies, Inc. (PSARA). Copies of the Routine Checklist Form and the Non-Routine Maintenance Report for this inspection event are attached. The Routine Checklist Form documents conditions and maintenance needs at the time this quarterly inspection was completed. The Non-Routine Maintenance Report provides additional comment and/or documentation of non-routine maintenance work performed during the fourth quarter of 2002.

At the time of this inspection, all repairs completed during the July maintenance effort appeared to be in very good condition. This work included repair of areas of minor to moderate erosion, the placement of new top soil in areas of sparse vegetation, and the seeding, fertilization and protection (erosion mat or straw) of all repaired areas, primarily outside the landfill cap.

Routine maintenance work performed during the fourth quarter was limited to a final mowing of the cap and limited survey work associated with the installation of the final portion of the perimeter fence around the northwest corner of the landfill. At the time of the site inspection completion of the perimeter fence was in progress and it was completed on December 11, 2002.

Non-routine maintenance performed during the fourth quarter of 2002 was limited to the decommissioning of monitor wells II-195, II-198 and II-203 on the Valhalla Cemetery property south of the landfill. This work was completed in October in accordance with 310 IAC 16-10-2.

Baseline Survey

A baseline survey of the cap of the Lemon Lane Landfill was performed on October 10, 2002 by PSARA Technologies, Inc. The survey consisted of determining the ground surface elevation on a 50-ft. grid spacing over the cap using a Sokkia SDR-33 Total Station. Coordinate control for this work was based on four permanent survey control hubs set around the site in 2000 by Smith Neubecker & Associates, Inc. of Bloomington, Indiana. Ground surface elevations were determined at 131 grid intersection points established in the field using a coordinate tolerance of less than O. l -ft. deviation in theoretical northing and casting.

Elevation results for this initial baseline survey appear in tabular form on the right side of Figure 1, attached. These data will be used as a basis of comparison to monitor and evaluate settlement of the cap in the future. The next baseline settlement survey at this site is scheduled for 2004. The first comparison of initial and subsequent elevation data to evaluate settlement of the cap will be made at that time.
