This report is intended to provide a weekly project update regarding the quantity of material loaded, air monitoring results, water treatment activity, soil sampling results, and any major developments at the site. Attachments to the report include the cumulative Perimeter Air Sampling Log, a Meteorological Data Report, and the results of personnel exposure sampling. Project Developments Rail Car Loading Approximately 3700 tons of material was loaded onto 41 rail cars during this week. On Tuesday October 10, three rail cars were returned to the site by CSX due to being overloaded. These three cars had been loaded using the "conveyor and belt system" which was replaced by another unspecified system that is reportedly more efficient. Project Schedule Given the events of the last two weeks, it is anticipated that the stockpiled material will be removed by the end of November. Anticipated completion end of November 1995. PUF Sampling Due to ongoing problems with turnaround time, the laboratory responsible for PUF samples analysis has been replaced. Effective with the October 9 samples, Air Toxics Ltd, of Fulsom, California, has taken over analysis of these samples. Turnaround time will remain at 3 working days. Calm Day Criteria for PUF Sampling Effective October 16, 1995, the wind speed criteria for analyzing additional air samples (other than the prevailing wind and Fairview school samples) will be discontinued. The secondary wind direction criteria (wind direction frequency > 30%), however, will remain in effect. Soil Sampling Action Level Westinghouse and USEPA have agreed that the action level for soil samples at this site will be 10 ppm. Addendum II to the Work Plan has been issued to reflect this agreement. Field Sampling and Analysis Plan Due to the unanticipated number of small holes in the bottom of the liner of the soil stockpile, a modification to the field sampling plan has been proposed. This modification was submitted to Dan Hopkins for Approval on Thursday, October 12. >> The following data was extracted by COPA from the tables attached to the memos.
