*** NOTE: A revised memorandum was distributed by Westinghouse on December 14, 1995 to correct a mistake in the original memo. The revisions are reflected in the memo that follows. **** PSARA Technologies, Inc. Project Memorandum Westinghouse Electric Corp. Fell Iron & Metal Site To: J. Patrick, Westinghouse D. Rohaus, Westinghouse D. Alke, Westinghouse D. Hopkins, EPA B. Bent, Earth Tech S. Chambers, Earth Tech C. Elders, WRS John Langley, Bloomington Utilities D. Williamson, Monroe County Health Department From: Mike Hessling Date: December 12, 1995 File: 30006.20 Subject: Weekly Project Status Report - Week of November December 04-08, 1995 This memo and the accompanying attachments constitute the Fell Iron & Metal Weekly Project Status Report for the week of December 4-8, 1995. This report is intended to provide a weekly project update regarding the quantity of material loaded, air monitoring results, water treatment activity, soil sampling results, and any major developments at the site. Attachments to the report include the cumulative Perimeter Air Sampling Log, a Meteorological Data Report, and the results of personnel exposure sampling. If you have any questions or comments about the report, contact Dave Rohaus at (812) 335-0442 or Mike Hessling at (812) 335-0424. Project Developments Project Schedule No rail car loading occurred on Monday, December 4 and Tuesday December 5 due to tge removal of the bottom liner in the northwest side of the pile. No rail car loading occurred on Wednesday, December 6 and Thursday December 7 due to work activities at the Winston Thomas Interim Storage Facility. Loading resumed on Friday, December 8. Soil Sampling Twenty-two additional 20-ft by 20-ft grids were sampled on December 6. Samples were also collected from a significant hole in the liner in grid 53, the birm in grid 65, and a spill area in grid 69. The samples were sent to the Heritage Laboratories for analysis. The enclosed figure shows the locations of these grids. Soil sampling results have been recieved. Results for grid numbers 55, 57, and 67 were above the action limit of 10 ppm. Also, results for the significant hole in the liner in grid 53 was above 10 ppm. A lift will be taken from each of these areas. The grids will then be resampled. >> The following data was extracted by COPA from the tables attached to the memos. The complete documents are available at the EPA information office. >>> Loading Summary: Cars Loaded to date: 272 Tons loaded to date: 24810.3 Air Monitoring Summary: Action Levels Exceeded: 1 to date Water Treatment Summary: Gallons treated to date: 13285 Air sampling data Maximum PCB Concentration in Perimeter Air Samplers Date High Temp (F) (Ng/m3) _____________________________________________________________ 09/14/95 31 09/15/95 22 09/18/95 23 09/19/95 156 09/20/95 319 09/21/95 117 09/22/95 55 09/25/95 166 09/26/95 233 09/27/95 87 09/28/95 88 10/04/95 68.1 19 10/05/95 71.1 13 10/06/95 69.7 22 10/09/95 75 294 10/10/95 81 625 10/11/95 81.7 892 10/12/95 82.9 897 10/13/95 82.9 1423 **exceeds action level of 1000 10/16/95 63.6 642 10/17/95 73.9 676 10/18/95 79.6 715 10/19/95 78.5 783 10/23/95 72.7 540 10/24/95 51.5 315 10/25/95 61.2 302 10/26/95 67.2 494 11/06/95 49.4 187 11/07/95 54.3 33 11/08/95 37.4 37 11/09/95 47.6 235 11/10/95 53.8 157 11/13/95 44.4 11/14/95 37.7 11/15/95 40.2 11/16/95 42.0 11/17/95 55.4 11/20/95 260 11/21/95 182 11/28/95 34.9 ND 11/29/95 40.2 ND 11/30/95 49.9 267 12/01/95 63 147 12/02/95 12/03/95 12/04/95 50.3 12/05/95 57.0 12/06/95 12/07/95 12/08/95 31.2 12/09/95 12/10/95 Soil Sampling Date Grid Number Media PCB Concentration (ppm) 09/28/95 1 soil 0.47 2 0.34 3 0.72 4 0.12 5 0.44 6 0.14 3, dup 0.80 trip blank sand <0.1 10/24/95 7 soil 0.60 8 0.35 9 0.90 10 0.20 11 0.23 11, dup 0.20 12 0.81 13 0.38 14 0.44 15 0.97 16 0.16 Trip blank sand <0.1 11/03/95 17 soil <0.1 18 0.60 19 4.70 20 <0.1 21 0.14 22 1.70 23 4.00 23, dup 1.50 25 1.00 26 0.80 19 berm 3.50 20 berm 0.14 23 berm 0.17 27 berm 0.89 Trip blank sand <0.1 11/08/95 24 soil 0.57 27 1.70 28 0.80 29 0.48 29, dup 0.47 31 0.19 33 <0.1 35 0.62 sump area 0.15 liner overlap 0.42 trip blank <0.1 11/21/95 Spill area soil 1.12 Drum Spill area 2.5 Sump area 1.02 East Spill area 0.36 51 0.35 36 0.12 37 0.82 38 0.33 39 1.50 40 0.18 41 0.14 42 0.54 43 0.12 44 6.40 45 1.60 46 4.93 47 0.30 48 22.00 49 0.52 50 0.21 Birm grid 44 0.58 Dup grid 38 0.30 30 0.43 Black Spot on Sand 0.24 Trip blank sand bdl 11/27/95 resample 48 soil 0.10 trip blank sand bdl 12/06/95 32 soil 0.12 hole in 53 46.00 52 3.10 53 2.76 54 0.41 dup of 54 0.43 55 20.00 56 0.41 57 11.00 34 0.24 58 0.57 59 0.55 60 1.00 61 5.17 62 1.10 63 0.26 64 2.02 65 0.19 66 1.50 67 91.30 68 1.20 69 1.50 70 5.20 71 0.30 birm grid 65 1.10 spill area grid 69 3.00 trip blank sand bdl
